The Government of UAE works hard to protect the rights of People of Determination (POD). To ensure this POD in UAE have access to various options including signing up for a unique POD identity card and availing other memberships cards. These cards can also be used to  avail various discounts on government services, retail, transport, entertainment and much more around the country. This blog will highlight some important cards you can obtain as a POD and the advantages of obtaining them:


  1. MOCD Card benefits: (​​‏citizens and residents can apply) 


The Ministry of Community Development in the UAE works on strategies and legislations related to social development, welfare, empowerment of individuals, family members and senior citizens, support and empower POD. The MOCD card is an identity card for POD in the UAE to ensure they receive access to their rights and services established under the Federal Law.


Benefits Include:

  • Free RTA (Salik): categories physical, visual impairment, autism intellectual.

  • Free Nol Card (RTA): all categories.

  • Free Parking Card - When the ownership of the card has been issued: categories Physical - Visual Impairment – Autism - Intellectual. Needed Documents : people of determination ID card. 

  • UAE ID - Emirates Identity Authority: Exemption from fees, All categories

  • Dubai Municipality: Free entering public parks, attending dolphin shows, children’s city, Dubai frame, safari Dubai free for card holders and two accompanying.

  • Etisalat: discount 50% categories physical, visual impairment, autism, intellectual.

  • Du: discount 50% categories physical,visual impairment, autism, intellectual.

  • Insurance from the Ministry of Health: categories physical, visual impairment, autism, intellectual.(for non citizen)

  • IMG World: free entry All categories.

  • Ajman Transportation: people of determination vehicle free in Ajman, and at a nominal price outside the emirate. 

  • Louvre Abu Dhabi: free entrance for card holder and one accompanying person.

  • Etihad Museum: free entry for card holders.


    2. Sanad Card benefits (only for citizens, residents, tourists and visitors of Dubai


    Sanad card is a smart card issued by the Community Development Authority for POD. This card ensures PODs in the Emirate of Dubai have access to privileges and various discounted services.

    Benefits Include:

    • Dubai Municipality: People of determination will be exempt from entry fees into Dubai Garden Glow at Zabeel Park.

    • Dubai Municipality: People of determination, and two people accompanying a person of determination, are exempted from paying fees and charges imposed for entry into the following Dubai Municipality facilities: Public parks in the Emirate of Dubai, Children's City, Safari, Dubai Frame.

    • Dubai Municipality: Members are exempt from paying supplier registration and renewal fees for people of determination who are citizens and company owners. 

    • Dubai Women Establishment: Free entry for female citizens to Dubai Women Establishment events.

    • Dubai Customs: Exempt from customs fees on cars and special needs accessories (for GCC citizens).

    • Dubai Civil Aviation Authority: Free parking (short stay – Parking A)

    • Dubai Sports Council: free entry to sports clubs in Dubai, free entry to conferences, events and sporting activities.

    • Roads and Transport Authority (RTA): exemption from vehicle registration fees in Dubai for one vehicle per person, exemption from Salik fee for one vehicle per person, exemption from public transportation fees (trains / marine / buses), 50% discount on all fees to obtain a driving license.

    • Dubai Culture and Arts Authority: free entry to Dubai Museum.

    • Etisalat: 50% discount on freedom package.

    • Du: 50% discount on monthly subscription fees for any plan chosen by a customer with a disability.

    • Saudi German Hospital: 50% discount on all consultations, 30% discount on other services.

    3. Fazza Hemam Benefits: (‏Only people with MOCD card can apply)


    Fazza is a social initiative which aims to encourage the building of a society in which there are equal opportunities for all. Under the initiative, POD in the UAE receive access to a premium card that provides access to exclusive services, privileges and discounts..

    • Alpha Wheels Auto Repairing with discount up to 50%. 

    • Ava Aesthetic PolyClinic with discount up to 50%.  

    • 30% discount in Sara Center For Rehabilitation and Speech Therapy.

    • 30% discount in Modern Intl Center For Speech and Rehabilitation.

    • The Health Team Medical Center up to 65% discount.

    • Up to 25% discount scholarships in UAE Academy.

    • Mirdif Center for Physiotherapy & Rehabilitation has a 20% discount on all services. 

    • Discount up to 50% in Pyramids Health Services.

    • Discount up to 50% in Thiqa Dental Clinic.
